City of Poway Rooftop Solar Photovoltaic (PV) Energy Systems Expedited Review (AB 2188)

For years, the City has encouraged efforts towards sustainability and has proactively addressed environmental challenges including reducing energy use.  Poway has implemented many policies and programs, and works with a number of regional partners to address sustainability and reduce greenhouse gas emissions.  Effective September 30, 2015, the City of Poway implemented the California State Assembly Bill (AB) 2188 guidelines for rooftop solar photovoltaic (PV), solar water heating (WH) and solar pool heating (PH) installations.  Pursuant to AB 2188 and Poway Municipal Code, Chapter 15.26, qualifying installations utilizing our Permit Application, Checklists and Plan Information Bulletins will be expedited for plan review and inspections.

  • To see if our rooftop solar PV system is eligible and qualifies for expedited review, please read the following handouts before you proceed to print out and submit your application.
  • If your rooftop solar PV system qualifies for expedited review you may print, complete, scan and email all documents to solar@poway.org to begin the process.  
  • If your rooftop solar PV system qualifies for expedited review, please submit all required documents through email submittal to solar@poway.org.  Payment is due at the time of permit issuance.
